The significant weight attached to housing delivery, including 40% affordable housing, together with the social, economic and sporting benefits of the scheme and its compliance with the site allocation, were not outweighed by any identified harm, so the presumption in favour of sustainable development applied and the proposal was found to accord with the development plan as a whole.
