What decided it
The high to moderate level of harm to the character and appearance of the surrounding low/mid-rise residential area caused by the height and bulk of the tallest blocks (B, C and D) significantly and demonstrably outweighed the benefits of the scheme, including housing delivery.
The very significant weight attached to the delivery of 307 homes including affordable housing, together with other lesser benefits, was outweighed by the harm to character and appearance from the height and bulk of the tallest blocks, such that under NPPF paragraph 11(d) the adverse impacts of granting permission would significantly and demonstrably outweigh the benefits.
