What decided it
The horse walker would be a comparatively tall, conspicuous, quasi-industrial feature readily visible from public rights of way that would not respond to local character and would harm the landscape and scenic beauty of the National Park, whereas the arena would be largely imperceptible and would support proper land management.
The benefits of the arena in supporting conservation-based land management and preventing overuse of the holding outweighed the minimal landscape effects, whereas the harm to landscape and scenic beauty from the horse walker could not be justified by any material considerations.
