What decided it

The proposed apartments would fail to provide acceptable internal levels of natural light and would offer constrained outlook that would not compensate for the lack of direct sunlight, resulting in gloomy and unpleasant living conditions for future occupiers.

The benefits of creating two new dwellings in an accessible town centre location and bringing a vacant commercial unit back into use attracted moderate weight, but these did not outweigh the harm of failing to provide acceptable living conditions for future occupiers.
