Main issues, as the Inspector framed them
- The effect of the proposed development on highway and pedestrian safety.
What decided it
The reduction in dwelling numbers from six to five, combined with the dedicated pedestrian access from Park Parade and the Unilateral Undertaking preventing parking permits, meant the scheme would not result in unacceptable impacts on highway and pedestrian safety.
The benefits of providing five new dwellings on a backland site, with improved pedestrian access and management arrangements, outweighed the less than ideal vehicular access arrangement for existing commercial units.
