What decided it
The significant shortfall in traveller site supply and unmet need, combined with the lack of any suitable alternative sites, outweighed the limited and largely mitigable harm to the AONB and the policy conflicts identified.
The limited harm to the AONB, minor harm from intentional unauthorised development, and limited conflict with CP60/CP61 were outweighed by the considerable weight given to compliance with most of CP47's criteria and the very strong weight of unmet need, poor supply, lack of alternatives and personal circumstances, tipping the balance in favour of granting permission.
