The benefits of more efficient use of an urban building and addition to housing stock were modest and were significantly and demonstrably outweighed by the unacceptable standard of accommodation in the ground floor flat, to which the Inspector attached significant weight in accordance with the Framework's emphasis on good design and high standards of amenity.
