The proposal fails to accord with Policy GD4 because the plot depths and garden sizes are excessive for holiday accommodation use, making it not 'small-scale', and it significantly harms the rural character and appearance of the area through its uniform and symmetrical design.

The moderate weight given to the economic benefits of rural diversification and business expansion did not outweigh the significant harm to character and appearance and the conflict with Policy GD4.
