Main issues, as the Inspector framed them

  • The effect of the proposed development on the living conditions of occupants of No 1 Glynside Avenue, with regards to light and outlook

What decided it

The proposed development would dominate the outlook from the nearest ground floor window of No 1 Glynside Avenue, significantly increasing the sense of enclosure and eroding the existing open aspect, thereby harming the living conditions of the occupants with regards to outlook.

The limited benefits of the green roof and the potential fallback position under permitted development rights did not outweigh the harm to the outlook and living conditions of the neighbouring occupants.
