The development would adversely affect highway safety through increased traffic on an inadequate narrow lane and insufficient parking, combined with significant harm to the character and appearance of the rural lane, with no material considerations outweighing these conflicts with the development plan.

The benefits of increased childcare provision were outweighed by the significant adverse effects on highway safety and the character and appearance of the surrounding area.
