What decided it
The proposal accords with the development plan as a whole, being in an appropriate location for proportionate housing growth within an identified settlement, with no adverse effects on character, appearance, or the River Wye SAC that cannot be mitigated by condition.
Although the Council could demonstrate a five year housing land supply, the Inspector found no adverse effects from the proposal and it accords with the development plan, so no balancing exercise was necessary; the appeal was allowed on accordance with the development plan alone.
