What decided it
The likely significant adverse effects on the integrity of the River Wye SAC due to nutrient pollution from the proposed dwelling's wastewater system, which could not be adequately mitigated, provided a strong reason for refusal under NPPF paragraph 11d(i) that outweighed the housing land supply shortfall.
Although the Council cannot demonstrate a 5-year housing land supply (3.11 years), triggering the tilted balance under NPPF paragraph 11d, the likely significant harm to the River Wye SAC provides a strong reason for refusal under paragraph 11d(i), which applies and displaces the presumption in favour of granting permission.
