The benefits of bringing a vacant unit back into use, generating footfall, creating employment and investment, and complementing the vitality and viability of the Major Centre outweighed the concerns raised about anti-social behaviour, vulnerable persons, and impacts on residents, which were addressed through licensing conditions and operating hour restrictions.
