What decided it
Condition 4 was unreasonable as it prevented the use of the function suite which was expressly approved in the development description, whereas a properly enforced Noise Management Plan could adequately protect neighbours' amenity; condition 16 was retained because the additional hour of music would cause unacceptable late-night noise disturbance.
