What decided it

The removal of the shipping containers from the proposal, which would otherwise create a harsh, utilitarian appearance incompatible with the rural surroundings, enabled the re-use of the existing buildings to proceed in accordance with local and national policy.

The economic benefits of supporting business expansion in rural areas, supported by NPPF paragraphs 81 and 84, were balanced against the visual impact of the development; the balance tipped in favour of allowing the appeal once the visually incompatible shipping containers were removed.
