What decided it
The harmful effect of the proposed development upon the character and appearance of the Conservation Area and its adverse impact on pedestrian movement could not be justified by the telecommunications benefits, particularly given the statutory duty under section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
The benefits of improved telecommunications coverage and 5G network provision were outweighed by the less-than-substantial harm to the significance of the heritage asset and the adverse effects on pedestrian safety and movement.
