What decided it

The harmful effect on the character and appearance of the host building and the area, caused by the scale and rectangular box form of the extension appearing incongruous and visually obtrusive against the predominant two storey pitched roof character of Salisbury Road.

The benefits of housing delivery and efficient use of brownfield land were outweighed by the less-than-substantial harm to the character and appearance of the host building and the area.
