What decided it

The altered and enlarged building, occupying the centre of the large garden and maintaining the same distance from plot boundaries, would not result in perceptible harm to openness or rural character, and the design improvement would outweigh any loss of openness.

The loss of openness resulting from increased built form was outweighed by the proposal replacing an unsightly suburban chalet bungalow with an attractive traditional cottage in keeping with the rural character and conservation area.
