What decided it
The tilted balance under paragraph 11(d) of the Framework, triggered by the Council's 2.9-year housing land supply, meant the moderate identified harms were outweighed by the considerable housing, affordable housing and other benefits.
The considerable benefits of housing delivery, affordable housing, biodiversity net gain and off-site highway improvements outweighed the moderate adverse impacts on the spatial strategy and on character and appearance, so the presumption in favour of sustainable development applied and permission was granted.
