The proposed roof's modern utilitarian finish, sharp angular form and expansive metal sheet appearance would conflict with the traditional architectural character of the conservation area and the setting of the listed church, and this harm could not be outweighed by the modest public benefits of the scheme.

The less than substantial harm to the significance of the designated heritage assets outweighed the modest public benefits of providing a new dwelling and removing poor quality existing buildings.
