Main issues, as the Inspector framed them
- Its location and the adopted development plan spatial strategy
- The living conditions of neighbouring occupiers, with particular regard to noise and general disturbance
- Parking provision, access and highway safety
- Coastal change effects
- Provision of suitable external amenity space for the occupiers of the host property
What decided it
The cumulative conflicts with the development plan on noise and disturbance, highway safety and parking, and coastal change assessment, combined with Framework policies P3, TR3, TR4 and F9, meant the adverse effects substantially outweighed the modest economic and social benefits.
The economic benefits of rural business development and social/community benefits were given modest weight, but were substantially outweighed by the adverse effects on neighbouring living conditions (noise), highway safety and parking, and the failure to demonstrate coastal change safety, resulting in conflict with Framework policies S3 and S5.
