Main issues, as the Inspector framed them

  • The effect of the change of use on the living conditions of neighbouring occupiers, with particular regard to noise and disturbance

What decided it

The unacceptable effect on the living conditions of neighbouring occupiers from noise and disturbance arising from occupation by a single group of up to 20 unsupervised guests, which could not be adequately controlled by management measures or conditions.

The benefits of approving the development, comprising economic benefits from tourism and visitor expenditure and support for the conservation of a listed building, were substantially outweighed by the adverse effects on neighbouring living conditions from noise and disturbance, when assessed against the national decision-making policies in the Framework.
