The inadequate depth of the landscaped frontage area in proportion to the intense traffic activity and dominance of the A219 road corridor, combined with the absence of substantive cooling and ventilation assessment for single aspect dwellings, would prevent the achievement of suitable living conditions for future occupants.
The moderate benefits of housing delivery, brownfield site animation, and some visual improvements to the streetscene did not outweigh the significant totality of harm to living conditions and character and appearance
