What decided it

The proposal constitutes inappropriate development in the Green Belt that would reduce openness and harm character and appearance, with no considerations sufficient to clearly outweigh this harm and establish very special circumstances.

The modest to moderate benefits of improved wall stability, safety, security, noise reduction and useable outdoor space did not clearly outweigh the substantial harm to the Green Belt through inappropriateness and loss of openness, and the harmful effect on character and appearance.
