What decided it

The substandard visibility to the north at the proposed access (10 metres versus 22 metres required) would create an unacceptable additional highway safety risk that could not be mitigated without causing significant harm to the character of the lane.

The modest social and economic benefits of delivering a single self-build dwelling were outweighed by the additional highway safety risk associated with the use of a substandard access.
