The disproportionately wide front elevation and significant scale of the building, combined with its forward alignment, would cause significant harm to the character and appearance of the locality that outweighed the social and economic benefits of the scheme.
The scheme's economic and social benefits through specialist housing provision, employment creation, and freeing up existing housing were of limited weight against the significant harm to character and appearance that would persist for tens of years, and no material considerations indicated the decision should be made other than in accordance with the development plan taken as a whole.
