Main issues, as the Inspector framed them
- Whether or not the appeal scheme would be inappropriate development in the Green Belt
- Biodiversity Net Gain requirement and whether it can be secured
What decided it
The absence of a mechanism to secure Biodiversity Net Gain and establish the baseline biodiversity information necessary to calculate the required uplift, which cannot be addressed by condition and is a statutory requirement for the development.
Although the material considerations, notably the Framework's support for residential development on grey belt land in sustainable locations and the Council's housing land supply shortfall, would ordinarily indicate that planning permission should be granted under Policy S5, the statutory requirement for Biodiversity Net Gain which cannot be secured or calculated outweighs these considerations.
