Main issues, as the Inspector framed them

  • Whether the site is in a suitable location for residential development, having regard to development plan policy, and its accessibility to local facilities and sustainable modes of transport

What decided it

The site is not physically well-related to an existing settlement and lacks sustainable accessibility to facilities and public transport, contrary to Policy S5 of the Framework and development plan policy, and the limited benefits of a single self-build dwelling do not substantially outweigh this harm.

The benefits of providing one additional self-build dwelling and economic benefits during construction and occupation were given limited weight, but were substantially outweighed by the significant weight attached to the conflict with sustainable transport policy and the unsustainable location outside any settlement; no exceptional circumstances were found to justify approval.
