The proposed backland layout of two link-attached dwellings would be fundamentally incongruous with the distinctive early 20th-century grid pattern of street-fronting dwellings and spacious gardens that characterises this Area of High Townscape Value, causing significant harm to the character and appearance of the area.

The small social benefit of two additional housing units and economic benefits of construction and occupation would not overcome the significant harm to the character and appearance of the area.
