The moderate benefits of housing delivery, efficient land use and limited economic and social benefits were outweighed by the significant weight given to the conflict with the development plan's housing delivery strategy and the significant weight given to the less than substantial harm to the Silchester Conservation Area and rural character, which engaged the heritage exception to the tilted balance.
