What decided it
The development would significantly exceed the settlement cap of 10 dwellings and would not constitute small-scale infilling as required by Policy S7.2, thereby conflicting with the locational requirements of development plan policy, and the material considerations including affordable housing and self-build provision did not outweigh this conflict and the less than substantial harm to the listed building setting.
The conflict with locational requirements of the development plan and less than substantial harm to the listed building setting outweighed the benefits of 8 affordable dwellings, 4 self-build plots, and economic benefits, particularly as the affordable housing did not accord with paragraph 72 of the Framework.
