What decided it

The failure to provide a reptile survey to establish the presence, absence, and distribution of protected species and to demonstrate appropriate mitigation, compensation, and enhancements, which the Inspector found could not be resolved by planning condition and was a statutory prerequisite to determining the application.

The moderate benefits of housing delivery and temporary economic benefit were substantially outweighed by the substantial harm arising from the unresolved risk to protected species, when assessed against the policies of the Framework taken as a whole.
