What decided it

The proposal failed to meet the requirements of Policy EMP3 for demonstrating that the employment use was no longer viable through active and effective marketing, and Flat 2 failed to meet Nationally Described Space Standards.

The limited benefits of housing delivery and accessible accommodation in a sustainable location were outweighed by the harmful effect on retention of employment land and failure to provide suitable living conditions due to inadequate floorspace.
