What decided it

The proposed extension would cause unacceptable harm to the character and appearance of the area by creating a discordant addition that conflicts with Policy LP16 of the Fenland Local Plan, and no material considerations outweigh this conflict.

The absence of harm to neighbouring living conditions was neutral and could not outweigh the harm to character and appearance; consequently the conflict with the development plan was decisive.
