What decided it

The significant harm to character and appearance caused by the prominent 20m mast projecting above the tree line and visible from considerable distances was not outweighed by the economic and social benefits of improved 5G infrastructure where no identified network deficiency existed.

The economic and social benefits of improved 5G infrastructure in accordance with NPPF paragraph 114 did not outweigh the significant harm caused to the character and appearance of the surrounding area.
