The significant increase in visual bulk and floor area of the proposed detached houses compared to the existing semi-detached cottages would cause substantial harm to the character and appearance of the rural area, outweighing the material benefits of modern sustainable construction.

The material considerations of providing two three-bedroom dwellings built to modern sustainable standards and the fallback position of the extant extension permission did not outweigh the adverse impact on character and appearance and conflict with the development plan
