What decided it

The fall-back position of permitted development rights for roof works in the future persuaded the Inspector that the limited adverse impact on neighbours' living conditions did not warrant refusal of the roof works, but the single-storey extension's reduction of private garden area to an unacceptably small size for two dwellings made it unacceptable.

The limited adverse impact on neighbours' living conditions and minor detraction from the area's spacious character were outweighed by the fall-back position of permitted development rights for the roof works, but the single-storey extension's creation of inadequate outdoor amenity space for the host properties could not be justified and conflicted with the development plan.
