The scarcity of single-storey buildings in the Conservation Area and their importance to its character meant that replacing the modest single-storey garage with a larger dwelling would fail to preserve or enhance the Conservation Area, and the limited public benefits could not outweigh this harm.
The limited public benefits arising from a single dwelling and structural defects justifying demolition did not outweigh the less-than-substantial harm to the Conservation Area as a designated heritage asset and the loss of the non-designated heritage asset.
