The modest benefits of four dwellings in a sustainable location and the support for boosting housing supply were significantly and demonstrably outweighed by the substantial harm to character and appearance and the significant harm to living conditions of future and neighbouring occupants, with the design policies of the development plan given very substantial weight as they are consistent with the Framework's approach to good design and high-quality places.
