The intrusive visual influence of the monopole in proximity to the high-amenity Cedar of Lebanon tree and the likely detrimental effect upon the long-term health of established trees could not be outweighed by the benefits of improved digital communications networks.

The public benefit of improved digital communications networks attracted considerable weight, but the significant harms to visual impact and the effect upon nearby trees outweighed these benefits.
