The less than substantial harm to the significance of the listed building and its setting caused by the proposed hard surfacing of Drovers Path, which would not be outweighed by the modest public benefits of the proposal.
The less than substantial harm to the significance of the listed building and the rural character of the area was not outweighed by the modest public benefits of increased demand for services, provision of a family-sized house, and safety improvements; the heritage protection policies in the Framework provided a clear reason for refusal notwithstanding the Council's inability to demonstrate a five-year housing land supply.
