Main issues, as the Inspector framed them

  • The effect of the proposed development on the character and appearance of the area

What decided it

The substantial harm to character and appearance arising from the scale, siting and relationship of the proposed dwelling with neighbouring properties, which would not be substantially outweighed by the limited contribution to housing supply and other benefits.

Substantial weight afforded to the provision of an additional dwelling and the Council's housing shortfall, but the delivery of a single dwelling would make a limited contribution towards meeting unmet need for specialist housing for older people, and these considerations do not substantially outweigh the harm arising from poor design and conflict with good design requirements of the Local Plan and Framework.
