What decided it
The introduction of a full-height opening on the important front elevation would be an incongruous, jarring feature that would harm the building's historic character and interest, and no public benefits were identified to outweigh this less than substantial harm.
The less than substantial harm to the significance of the listed building was weighed against the private benefit of direct garden access, which carried limited weight; the harm attracted considerable importance and weight on the negative side of the balance and was not outweighed.
