What decided it

The proposed outbuilding would be materially larger than any previous building it sought to replace, failing to meet the replacement exception in paragraph 149(d) of the Framework and constituting inappropriate development in the Green Belt that could not be justified by the minor private benefits offered.

The substantial harm to the Green Belt by reason of inappropriateness and limited harm to openness were not outweighed by the minor and private benefit of storage and parking, so very special circumstances did not exist.
