What decided it

The heightened risk of collision and compromise to pedestrian safety caused by restricted visibility from parked vehicles and the need for reversing manoeuvres on a busy strategic road outweighed the environmental benefits of the proposal.

The environmental benefit of facilitating electric/hybrid vehicle use was outweighed by the harm to public safety from highway visibility and manoeuvring risks.
