The imposition of a three-year time limit on the tree house, tied to its stated purpose as temporary play equipment for young children, would prevent unacceptable adverse effects on neighbours' living conditions.

The temporary nature of the structure and the mitigating effect of boundary vegetation outweighed concerns about potential future loss of amenity through overlooking or changed use.
