What decided it

The significant harm to living conditions of future occupiers from inadequate internal space, combined with uncontrolled noise and odour impacts on neighbouring properties and failure to satisfy the sequential test for retail uses, significantly outweighed the modest economic and social benefits.

The modest economic benefits from construction and employment (up to four staff) and small social benefit of additional bedroom spaces were significantly outweighed by the significant harm to living conditions of future occupiers from inadequate internal accommodation, the conflict with policies protecting neighbouring living conditions from noise and odour, and the harm to the vitality and viability of the Alfreton Road Local Centre through failure to apply the sequential test.
