What decided it
The summerhouse's scale, siting and appearance presented a prominent anomaly in the verdant landscape setting of the Gorge, causing less than substantial harm to heritage assets with no public benefits to outweigh it, whereas the composting toilet's limited visual impact would preserve the landscape setting and character.
The less than substantial harm to the significance of the designated heritage assets was weighed against the public benefits of the proposal; as the site was already in its optimum use as a private garden with no public benefits, the harm was not outweighed, but the composting toilet alone was acceptable as it caused no such harm.
