What decided it
The unauthorised dormers, by virtue of their excessive size and dominance, caused significant harm to the character and appearance of the area that was not justified by the existence of a fallback planning permission for smaller dormers.
The need to remove harmful development was balanced against the personal circumstances of the appellant, resulting in a modest extension of the compliance period from six to eight months but upholding the enforcement notice.
