The limited harm arising from poor accessibility to facilities and services and unsustainable location did not significantly and demonstrably outweigh the benefits of providing a single dwelling towards housing supply in a district with less than three years supply; the neutral effect on the AONB meant paragraph 11(d)(i) did not apply.
